Joe Biden became the president-elect of the United States of America after most of the news media called the election in his favour. The US election started on Tuesday, 3 November, and only on the 􀂦fth day of vote counting were they able to predict with certainty that Biden would bethe next US president. Biden edged ahead of Donald Trump in Pennsylvania by slightly more than 0.5% (37 000 votes) and this eventually tippedthe scales in his favour. This election saw the highest voter turnout percentage since 1900. At the time of writing, Biden had received 77.9 millionvotes compared to Trump’s 72.6 million votes. The US Federal Reserve has announced a softer stance on its long-standing inflation target of 2%. The Fed will allow for periods of higher inflation and will give more weight to supporting the labour market and the broader economy. The easier monetary policy is showing signs of having an impact on the labour market with the most recent unemployment rate (8,4%) moving into single digits for the first time since the pandemic started. Another consequence of this stance will be an “expectations bias” toward a weaker dollar which is likely to favour US exports. Other countries’ central bankers will want to consider following suit by allowing their currencies to weaken. Developed markets followed the US market where technology stocks dominated. The rand extended losses on Friday after Fitch Ratings said SA is unlikely to achieve its plans to stabilise debt levels within four years. “This reflects persistent challenges in reducing expenditure, boosting growth and insulating public finances from struggling state-owned enterprises, as well as reflecting the impact of the coronavirus pandemic, which will drive a sharp rise in debt to GDP this year,” Fitch said in a statement on Friday. The JSE had its worst day in a month on Monday as a spike in Covid-19 cases in some developed economies sent global equities downhill as investors worry that countries may reinstitute lockdowns, which could bring economic activity to a halt. The JSE all share fell 2.55% to 52,270.20 points, its biggest drop since April 15, after a surge in new coronavirus cases in parts of the US, China and Japan sparked concern about the global economic recovery. South African savers are accustomed to uncertainty. Most have watched with growing unease as the real annual returns from their multi-asset portfolios trend towards zero.

A quick look at the five-year average unit trust category returns to April 2020, sourced from Morningstar, confirms that we are in boatloads of trouble. Against a backdrop of a 5% average CPI, investors earned 11,2% per annum from the foreign equity category, with SA Cash (7,3%), SA Bonds (5,2%), Diversified (2,5%), and SA Equity(-1,7%) lagging by some margin. A briefing by National Treasury (Treasury) on the financial impact of COVID19 on both the economy and national budget, published 30 April 2020, makes for depressing reading. Treasury indicated that the IMF estimate of a 5,8% contraction in domestic GDP for 2020 was optimistic given the "high levels of uncertainty [about the] duration and intensity of the pandemic, the subsequent macroeconomic fallout, and the associated stresses in financial and commodity markets". They warned that tax revenue could decline by almost a third and predicted that between 690 000 and 1,7 million full-time equivalent jobs could be lost. There is something rather strange about gold. In effect, it is essentially a useless metal (apart from being used for jewellery and electronics), but for thousands of years it has been the basic example of a currency.

The definition of a currency is that it is uniform, durable, easily transportable, transferable and, most importantly, limited in supply. Gold’s acceptability as such is unparalleled – by time and geography. However, modern financial developments – most notably the use of fiat currency1 – have challenged its pre-eminence in use as a currency. John Maynard Keynes referred to the gold standard as a ‘barbarous relic’ in his 1924 book on the reform of monetary systems (which were then mainly gold-based). The JSE closed firmer on Tuesday, taking the lead from its positive global counterparts, as most countries go into lockdown to help curb the spread of the coronavirus. Following the severity of the effect of the virus in other countries, President Cyril Ramaphosa announced on Monday night that people should stay and/or work at home from Friday morning, except for conducting essential business, such as buying food or seeking healthcare.

The local motor industry could dip into a R6bn black empowerment fund to support local components suppliers and other vulnerable car companies that might otherwise go out of business during the Covid-19 crisis. The fund, bankrolled by the country’s seven big vehicle manufacturers, is a pillar of the government’s updated automotive production and development programme (APDP) starting in 2021.The money, which could increase significantly if truck producers and multinational components companies also contribute, is intended to develop new, black-owned suppliers of parts and services. The recent market sell-off has been widespread and extreme, with prices across almost all asset classes falling. The JSE plunged more than 8% on Monday after the SA government said that it could declare a state of emergency if the number of coronavirus cases escalates. If SA’s growing outbreak of Covid-19 is not swiftly contained, the government could impose a state of emergency, institute lockdowns and quarantine people away from their homes, health minister Zweli Mkhize warned on Monday.

SA’s business community has proposed cutting funding to noncritical state-owned enterprises such as airlines SAA and SA Express as well as state oil company PetroSA, as a means to shift resources to the country’s response to coronavirus. This was one of the options put on the table by the business constituency at a special executive council meeting of the National Economic Development & Labour Council (Nedlac) on Monday. “At a fiscal level, we believe that financial support for noncritical SOEs … needs to be redirected to the Covid-19 funding response,” said Stavros Nicolaou, a board member of Business Unity SA. In declaring a national state of disaster on Sunday evening, President Cyril Ramaphosa made it clear how seriously the government views the threat of the coronavirus. He also acknowledged that this is not simply a question of the nation’s health:

“In addition to the impact that this pandemic will have on [the] health and well-being of our people, and the impact it will have on the day-to-day life of our society, Covid-19 will also have a significant and potentially lasting impact on our economy,” Ramaphosa said.

News of the deadly Coronavirus has swept the globe like a plague, with more than 46 000 known cases and over 1300 deaths in 24 different countries. Local updateThe JSE closed weaker on Monday, following a plunge in the Shanghai Composite Index.The rand was firmer and the best performer of the 24 emerging- market currencies.

The outlook for commodity prices “is by and large a mixed bag” driven by a combination of factors such as changes in global demand and supply on the back of changing consumer preferences, and political and regulatory changes, says Moreblessing Chanakira, natural resources principal at Absa Corporate and Investment Banking. The ongoing US and China tit-for-tat tariff war currently playing out will continue to dominate in the short to medium term. “Precious metals were resilient in 2019 with the star performers being gold and palladium. The gold price steadily rose keeping with the 2017/2018 trends. Investors’ view of gold being seen as a store of value has bolstered the metal in the face of geopolitical and global economy uncertainties. The rise in the gold price fluctuated between $1,340/oz and $1,400/oz during this period and in the latter part of 2019 the price hovered just under $1,500/oz,” she says. “We expect the trend to carry on into 2020 supported by the US presidential elections and the US and China trade peace talks.

The DA has strongly rejected Eskom’s application to the National Energy Regulator of SA (Nersa) for a tariff hike. The party was joined by Agri Western Cape, energy expert Ted Blom and the SA Faith Communities Environment Institute (Safcei) in rejecting Eskom’s application for Nersa to consider a R27.2bn adjustment to its finances for R2018/2019, which if granted would translate into a tariff increase over the next few years. The application was made in terms of the regulatory clearing account (RCA), which allows for Nersa to take account of unforeseen costs and underrecoveries. DA mineral resources and energy spokesperson Kevin Mileham and several other organisations presented their arguments in Cape Town during the first leg of a nationwide series of public hearings by Nersa. Mileham said Eskom was wanting consumers to pay 10-15% more for electricity, followed by tariff increases of 50% over the next few years despite the fact that the country experienced over 418 hours of load-shedding in 2019 alone.
